California becomes the fifth state—joining Connecticut, Louisiana, Minnesota, and New York—to require textured hair instruction to be incorporated into cosmetology school curriculum. In late September, Governor Gavin Newsom signed into law Assembly Bill 2166, remedying a historical educational gap by adding new licensing requirements for cosmetology, barbering, and hairstyling students.
Cosmetology, barbering, and hairstyling courses are now required to instruct students on how to service clients with all hair types and textures, including various curl or wave patterns, hair strand thicknesses, and hair volumes. Students must also be tested on their skill in, and knowledge of, providing services to individuals with different hair types and textures in the written portion of the state licensing exam.
