New Guidance for Virginia Cosmetology Schools

The Board for Barbers and Cosmetologists (Board) issued guidance for changes coming this fall that impact cosmetology program hour requirements, straight razor use for cosmetologists, and online instruction.

Cosmetology Curriculum
In 2023, the Board approved reducing cosmetology training hours from 1,500 to 1,000. The Board issued the following guidance for cosmetology schools that must begin 1,000-hour programs September 1, 2024:

  • All schools must submit updated school packets, including instructional hours, course syllabus, course outline, hour breakdown, and performances, to the Board by September 1, 2024.
  • Board-approved cosmetology schools may continue to enroll new students in 1,500-hour programs until August 31, 2024.
  • Schools may continue to train students in 1,500-hour programs until August 31, 2026, or until the program is completed, whichever date comes first.
  • Schools may begin teaching new board-approved 1,000-hour programs no earlier than September 1, 2024.

Straight Razor Education
Beginning September 1, 2024, cosmetology schools must include straight razor shaving within their 1,000-hour cosmetology program curricula. Although the definition of cosmetology in Virginia includes the practice of shaving—allowing cosmetologists to perform straight razor shaves since the service is within their scope of practice—cosmetology schools previously weren’t required to teach straight razor shaving. New curriculum requirements, including education in straight razor shaving, were added to help cosmetologists perform the service safely and competently.

Cosmetologists licensed before September 1, 2024, are allowed to perform straight razor shaving based on the cosmetology scope of practice but must be appropriately trained in straight razor shaving. Straight razor curriculum at cosmetology schools can be provided by a barber or master barber instructor.

Online Theory Instruction
Since 2020, schools have been permitted to offer theory topics online. The Board issued guidance (page 4) designed to reduce confusion regarding which subjects are theory and which are practical.
