ASCP received clarification from the Policy Analyst of the Board of Cosmetology (Board) stating that the Board will not make any changes to the curriculum for any field of practice before July 1, 2024. This decision will allow schools teaching a branch of cosmetology to continue to do so after the bill’s July 1, 2024, effective date.
The Board meets on October 23, 2023, at 9:00 a.m. PDT and will be making membership recommendations to the advisory committee. If you wish to attend the board meeting, information is available here. If you have further questions, email Samie.patnode@oha.oregon.gov.

Some cosmetology school curricula could see a makeover in the future. Oregon adopted Senate Bill 217 this legislative session, which requires the Board of Cosmetology (Board) to create a Curriculum Requirements Advisory Committee.
The advisory committee will be comprised of school representatives, appointed by the governor, who will make recommendations to the Board regarding curriculum requirements for hair design, barbering, natural hair care, esthetics, and nail technology. Curriculum requirements suggested by the advisory committee must ultimately be approved by the Health Licensing Office.
Although the bill goes into effect on September 24, 2023, schools will have until July 1, 2024, to make any necessary alterations to their curricula. Future Board meeting dates for public input have not yet been released; however, we will keep you informed as we learn more.
