South Dakota Bills Relax Workspace Restrictions, Raise Fees

South Dakota governor Larry Rhoden signed three bills into law that affect shared workspace and fees. Let’s look at how the bills may affect your practice and pocketbook.

Sharing Workspace: House Bill 1232
A person who operates a licensed salon can now allow more than one licensed cosmetologist, esthetician, or nail technician to share a workstation—or other space within the salon—so long as:

  • Each licensed professional maintains equipment and follows sanitary requirements
  • Professionals sharing a workstation do not provide services at the workstation at the same time
  • Each professional who shares a workstation has a booth license for the services the licensee provides

The legislature found House Bill 1232 was a necessary emergency measure. Therefore, the bill became effective as soon as it was signed on March 10, 2025.

Cosmetology, Esthetics, and Nail Technology Fees: Senate Bill 27
Fees have increased for the following licenses:

  • Cosmetologist, esthetician, or nail technician license renewal fee: $50 (previously $25)
  • Instructor initial license and renewal fee: $50 (previously $35)
  • Duplicate license/replacement fee: $15 (previously $5)
  • Reciprocity initial license fee: $125 (previously $100)
  • Fee for a South Dakota licensee to obtain licensure in another state or providing papers to another state or school: $40 (previously $20)
  • Student license fee: $15 (previously $6)
  • Apprentice license fee: $30 (previously $25)
  • School initial license and renewal fee: $350 (previously $300)
  • Apprentice salon initial license and renewal fee: $300 (previously $250)
  • Examination and initial license fee: $125 (previously $100)
  • Examination retake fee: $90 per exam (previously $60 first retake, $70 second retake, $80 third retake)
  • Salon or booth initial permit license fee: $80 (previously $60)
  • Salon or booth license renewal fee: $60 (previously $40)
  • Reinspection fee for failed salon: $75 (previously $50)
  • Prospective salon or booth inspection fee: $75 (new)

Barber Certificate Renewal and Fees: Senate Bill 28
Barbers must now renew their certificates annually on or before May 31. Certificates will now expire on June 1. Previously, certificate-holders were required to renew on or before June 30. In addition, certificate fees have increased. Keep in mind: The new fees listed below are to set a limit—the actual fees are determined by the Board of Barber Examiners.

  • Examination and initial certificate fee: no more than $300 (previously $100 and $50, respectively)
  • Certificate renewal fee: no more than $300 (previously $80)
  • Certificate restoration fee: no more than $35, plus $25 for each expired year (previously $20, plus $15 for each expired year)
  • Barber school permit fee: no more than $600 (previously $150)
  • Annual barbershop or barber school inspection fee: $150 (new)
