Connecticut Governor Ned Lamont announced Phase 2 of Reopen Connecticut (https://reopen.ct.gov/), allowing businesses offering personal services to resume operations June 17, 2020, including day spas, estheticians, waxing, massage therapy, nail technicians, and eyelash technicians. Establishments cannot exceed 50 percent capacity, services must be performed by appointment only, and waiting rooms must be closed. Any service that requires a client to remove a mask, including facials and beard trims, cannot be performed in Phase 2.
NOTE: We are advocating for massage therapists to be permitted to perform services for clients while in the prone position without a face covering, as we understand a mask may present breathing concerns. We are also advocating for estheticians to be permitted to perform facials, with extra safety measures in place.
The state developed guidance for personal services (https://business.ct.gov/-/media/DECD/Covid_Business_Recovery-Phase-2/Prs...) beginning on page 7 of the linked document. Salons and barbershops, who were permitted to reopen in Phase 1, can review their guidelines here (https://portal.ct.gov/-/media/DECD/Covid_Business_Recovery/CTReopensHair...).
