January 5, 2022 Update:
The adopted rule reduces the barber instructor license renewal fee to $55, the barber specialty instructor license renewal fee to $30, the cosmetology instructor license renewal fee to $50, and the cosmetology instructor specialty license renewal fee to $50. These final rules only affected the fees and became effective December 30, 2021.
Texas proposed new barber and cosmetology rules that decrease instructor licensing fees.
Due to House Bill 1560, the Texas Department of Licensing and Regulation (TDLR) will cease issuing instructor licenses on September 1, 2023. As such, instructors will transition to an individual practitioner license for their field of instruction. Although the license is going away, licensees will still need to renew until it is gone. To prepare for this transition, the proposed rules decrease instructor license renewal fees to match the renewal fees of cosmetology operator and specialty licenses. View the proposed fees below:
- Barber Instructor License: $55 (currently $65)
- Specialty Instructor License—Barber Technician, Manicurist, Barber Technician/Manicurist, Barber Technician/Hair Weaving, Hair Weaving: $30 (currently $65)
- Cosmetology Instructor License: $50 (currently $60)
- Cosmetology Instructor Specialty License—Esthetician, Manicurist, Esthetician/Manicure, Eyelash Extension: $50 (currently $60)
